Surah At-Tawbah

إِنَّمَا يَسْتَأْذِنُكَ الَّذِينَ لاَ يُؤْمِنُونَ بِاللّهِ وَالْيَوْمِ الآخِرِ وَارْتَابَتْ قُلُوبُهُمْ فَهُمْ فِي رَيْبِهِمْ يَتَرَدَّدُونَ ﴿٤٥﴾
9/At-Tawbah-45: Innamea yasta'zinukallazeena lea yu'minoona billeahi val yavmil eahiri varteabat kuloobuhum fa hum fee raaybihim yataraaddadoon(yataraaddadoona).

Only those would ask permission of you who do not believe in Allah and the Last Day and whose hearts have doubted. So in their doubt do they waver.
