Surah At-Tawbah

كَيْفَ وَإِن يَظْهَرُوا عَلَيْكُمْ لاَ يَرْقُبُواْ فِيكُمْ إِلاًّ وَلاَ ذِمَّةً يُرْضُونَكُم بِأَفْوَاهِهِمْ وَتَأْبَى قُلُوبُهُمْ وَأَكْثَرُهُمْ فَاسِقُونَ ﴿٨﴾
9/At-Tawbah-8: Kayfa va in yaazharoo aalaykum lea yarkuboo feekum illan va lea zimmat (zimmatan), yurdoonakum bi afveahihim va ta'bea kuloobuhum, va aksaruhum feasikoon(feasikoona).

How can there be (such a covenant with them)? If they gain force against you (if they back up each other), they would not respect ties of kinship or covenant with you (the rights you have on account of your covenant) they please you with their tongues while their hearts are averse to you, and most of them are Fâsiqûn (those who are not in the Way of Allah or have gone out of it).

How indeed! whereas if they get the better of you they respect not regarding you either kinship or agreement. They please you with their mouth, the while their hearts refuse; and most of them are Ungodly.
